Chief's Biography

Chief PortraitChief Christopher Kutcher has 23 years of law enforcement experience.  He began his career in 2000 as a patrolman with the Shepherdstown Police Department in Shepherdstown, WV.  In 2001, he joined the Charles Town Police Department where he has served in many different capacities throughout his tenure.  He served as detective and supervisor in the department’s Criminal Investigations Division.  He rose through the ranks of the department to Lieutenant before being appointed as Chief of Police in 2012.  In 2023, he successfully completed the requirements to advance his rank to Captain, still maintaining his Chief of Police appointment. 

Chief Kutcher graduated from West Virginia Wesleyan with a Bachelor’s Degree in 1998 and was a graduate of the 231st session of the FBI National Academy, Quantico, VA, in 2007.  He is a member of the WV Chiefs of Police Associate and the International Association of Chiefs of Police.
